In reality, it is not possible to talk of any significant conclusions coming from this analysis primarily because: “due to the lack of a standardised format of the NEEAPs, the plans are very different with regard to structure and the amount of information provided”. The authors of the report comment that, “There is also often a methodological gap between the calculation of the energy saving targets and the measures listed to achieve those.” In other words: good intentions, but few measures of sufficient scope to make these targets appear realistic.
The authors also express their doubts about the achievement of the 2020 non-binding targets for energy efficiency, compared with the targets for 20% renewable energy share and 20% carbon dioxide reductions.
On a positive note, many of the plans have been found to contain coherent policy measures and promote mutual learning between Member States.
