The Energy Secretary General, Mr Ignasi Nieto, sent the proposal to the Comisión Nacional de la Energía (CNE, National Energy Commission) last Friday, increasing the national target from 400 MW to 1,200 MW. This proposal also includes changes in the feed-in tariffs for facilities on rooftops. When the 1,200 MW target is hit, which is expected to happen by 2010 according to the Department of Industry, the feed-in tariffs connected from September 2008 will be reduced by almost 5% a year. The Spanish solar PV industry expects that by September 2008 the capacity connected will be around 800 MW.
This upgrade in the targets has been announced after the revision by CNE of the capacity already connected to the grid, which has already reached 85% of the objective set by the Renewable Energy Plan for 2005-2010 (PER). Several meetings on the subject have taken place in the last months between the Department of Industry and representatives of the solar PV industry. Spain is currently ongoing a solar PV boom, having passed from 10 facilities and 1 MW in the year 2000 and 337 MW and over 1,200 right now.
