PV Industry happy with the Industry Department proposal

Spain's Asociación de la Industria Fotovoltaica (ASIF, Solar PV Industry Association) has published a press release on its supports towards the Royal Decree draft proposed last week... However, the industry Association will ask the Industry Department to clarify and ensure the non-retroactive nature of feed-in tariffs. "The retribution uncertainty, which is the basis for the industry's stability and one of the main claim of the companies, is guaranteed in the feed-in tariffs that apply throughout their lifetimes", said the industry Association in a press release. "This retributional safety, which is very needed by all renewables is so even more for solar PV, given the long paybacks of its actives”, they said

ASIF explained also that the draft links the future tariff to a well known parameter, such as the 100-point inflation rate, lasting longer than the TMR (reference average tariff), which will provide a greater stability to the industry. "The commitment to this renewable energy plan is guaranteed, as the target is now 371 MW for 2010, in line with the PER 2005-2010".

The industry Association thinks that the draft will also ensure profitability for the smallest producers, while supporting the “huertos solares” (solar plantations) idea; the Government will seemingly approve single-owner plantations with more than 100 kW, and will attach a reasonable profitability level to them.

However, ASIF believes that the draft still has some room for improvement in its final version, such as the revision of the self-consumption concept, the needed non-retroactivity of the feed-in tariff revision every four years and ensuring that the Capacity Register (Registro de Potencia) is the tool organizing the industry without introducing unbalances in its development.
