The £230 million project is a joint venture by utility company Vattenfall, engineering firm Technip and the Aberdeen Renewable Energy Group.
Trump had opposed the plan to erect the 11 turbine wind farm because it of its proximity to a luxury golf course development he has in the works at Menie.
According to the BBC, the Ministry of Defence, National Air Traffic Services, Civil Aviation Authority and RSPB Scotland have all agreed to conditions to allow the project to go forward.
In response, Iain Todd, spokesman for the European Offshore Wind Deployment Centre told the BBC "The removal of a number of objections is another significant step forward for the scheme.
"The EOWDC partners hope for a green light on its consent application from the Scottish government later this year," Todd said.
In a written statement, Trump said, "This is a terrible development for Scotland and the entire tourism industry."
He also voted to litigate against the wind farm "for as long as necessary."
