PGE And Ørsted Take A Final Investment Decision On Baltica 2

Baltica 2 offshore wind farm is a project developed jointly by PGE Polska Grupa Energetyczna and Ørsted. Partners in joint venture have 50% shares each. PGE - financing its part of the investment in the project finance formula - obtained loans from 24 Polish and international financial institutions, including European Investment Bank and European Bank for Reconstruction and Development.

A total of about PLN 6 billion will come in the form of loans from Bank Gospodarstwa Krajowego from which PLN 5.5 billion coming from the National Recovery Plan. Ørsted finances its part of the project from its own capital.

“The year 2025 will be a breakthrough in the Polish economy and a breakthrough in major investments, including those implemented in the energy sector. Energy will provide us with security and an impulse for economic development. This major investment, one of the largest in the history of Poland, is part of a major project, under which 18 GW of capacity will be built in offshore wind energy by 2040.

“Poland can be a leader in growth, a leader in European optimism and investment momentum. Thanks to cheap and clean energy from offshore wind farms, Poland will be competitive with all economies in the world and this is a message that everyone should hear, because it is a good message for every energy recipient in Poland,” said Prime Minister Donald Tusk.

“The Baltica 2 offshore wind farm, the largest such project currently underway in the Baltic Sea, will enable the diversification of electricity production in Poland. It will increase energy security and provide clean and cheaper energy. This investment is a significant step in the Polish energy transformation and is a major stimulus for economic development, which can attract new investments to the entire Polish economy and help create new jobs,” said Dariusz Marzec, CEO of PGE.

“We are pleased that PGE is joining the group of beneficiaries with an ambitious investment, Baltica 2 offshore wind farm. Within two agreements PGE will receive about PLN 5.5 billion from NRP loans. Our bank has also granted PGE an additional loan of PLN 530 million. In this project, as a Polish development bank, we are implementing our mission of increasing the energy security of Poland while using the European Union funds,” commented Mirosław Czekaj, CEO of Bank Gospodarstwa Krajowego.

Construction work offshore will begin in 2025, after removal of boulders from the seabed. In 2026, the partners will begin installing monopile foundations, export cables and offshore substations. After completing these stages, the installation of connecting cables between the foundations and offshore substations will take place.

The year 2027 will bring the installation of wind turbines. At the same time, comprehensive tests of all cables and electrical components will be carried out, followed by the launch of the entire infrastructure. This will allow for supplying the first green energy to the Polish energy system in 2027.

With 107 turbines with a total capacity of 1.5 GW, the Baltica 2 offshore wind farm will be able to provide green energy to over 2.5 million homes in Poland, significantly contributing to the transformation of the Polish energy sector. PGE and Ørsted have already started building the onshore connection infrastructure. They have also contracted all the necessary components to start the construction of Baltica 2 at sea, as well as signed all agreements regarding the installation – foundations, cables, turbines and offshore substations. The partners have all the necessary construction permits. For the purposes of installing the turbines, they have signed a lease agreement for port areas in Gdańsk. PGE's operational and maintenance base will be established in Ustka, which will be used during the operation phase of the wind farm.
